Russian President Vladimir Putin ordered troops into two separatist pro-Moscow regions in eastern Ukraine after recognizing their independence. The U.S. expects Russian troops to move into the Donbas region as soon as Monday evening or Tuesday for what Putin called a “peacekeeping” mission. Gen.
