When an orphaned chimney sweep is accused of thievery, he plummets to the bottom of a river, only to discover the mystery of his birth; he is a water baby. With his fellow water babies in trouble, alongside an ensemble cast of crustaceans and fish friends, he sets out to rescue his brethren from the evil sharks with additional help from a walrus, polar bear militia and the kraken.
