Head of European gas at Energy Aspects James Waddell says that European governments are generally not ready to work out which industries they can ration gas to and the knock-on effects. Wadell tells Bloomberg's Caroline Hepker and Yousef Gamal El-Din that Moscow's aim is to stymie the ability for Europe to build up gas stocks before winter, so Russia can then extract concessions.
