Why Didn't the Jedi Use Order 65 in Revenge of the Sith? Star Wars Explained

In Star Wars Revenge of the Sith, why didn't the Jedi Council administer Order 65 to arrest or kill Chancellor Palpatine? Surely he was the Sith Lord they were looking for and that's what Order 65 was implanted to do.
