Refugee Boat Tragedy

In June 1988 a US Navy ship came across a boat full of Vietnamese refugees drifting in the South China Sea. What happened next would help define the obligations of ships' captains at sea. Witness hears from one of the American sailors and a Vietnamese survivor of the events.
