La Belgique occupe jusqu?au 30 juin la présidence tournante du Conseil de l?Union européenne. L?occasion pour Nourrir l?Europe de s?intéresser à son agriculture et plus précisément, aux « éco-régimes », ces mesures proposées aux agriculteurs dans la nouvelle PAC pour tenter d?aller encore plus loin dans les pratiques durables. L?agriculture étant une compétence régionale dans le royaume, la Flandre néerlandophone et la Wallonie à majorité francophone ont chacune leur propre plan stratégique et leurs propres éco-régimes, une exception dans l?Union européenne. Nourrir l?Europe vous emmène sur la frontière linguistique à la rencontre de Thomas Fastré, agriculteur wallon confronté chaque année à un casse-tête administratif loin d?être unique en Belgique. Il livre son expérience d?un an d?éco-régimes et partage des suggestions pour améliorer le système. A ses côtés, Emmanuelle Escarnot, conseillère en politique agricole auprès du gouvernement wallon, explique l?esprit des éco-régimes en Wallonie et en dresse un premier bilan. Belinda Cloet, chargée de la coordination politique de l?Agence pour l?Agriculture et la Pêche au sein du gouvernement flamand, détaille une stratégie flamande différente en ce qui concerne les éco-régimes, mais qui porte aussi ses fruits. Jonas Lemaire, agriculteur et président du syndicat Groene Kring dans le Brabant flamand, rapporte comment les éco-régimes l?ont conduit à adopter de nouvelles pratiques, et se fait l?écho d?avis contrastés chez les agriculteurs flamands. Enfin, Marc Blondiau, gestionnaire de programme et négociateur à la DG Agri, revient sur l?essence des éco-régimes et sur les réflexions en cours à la Commission européenne pour tenter d?alléger la charge administrative des agriculteurs.

Belgium holds the rotating presidency of the Council of the European Union until 30 June 2024. In this episode, therefore, Food for Europe is focusing on Belgian agriculture, and specifically on ?eco-schemes?: measures proposed to farmers in the new Common Agricultural Policy (CAP) to encourage an even broader adoption of sustainable practices. As agriculture is a regional competence in Belgium, Dutch-speaking Flanders and largely French-speaking Wallonia each have their own CAP strategic plans and eco-schemes ? a unique situation in the European Union. Food for Europe takes you to the linguistic border of the country to meet Thomas Fastré, a Walloon farmer who is confronted every year with an administrative headache that is far from unique in Belgium. He shares his experience of one year of running eco-schemes, and shares suggestions to improve the system. At his side, Emmanuelle Escarnot, agricultural policy advisor to the Walloon government, explains more about eco-schemes in Wallonia and makes an initial assessment of their impact. Belinda Cloet, who is in charge of policy coordination of the Agency for Agriculture and Fisheries in the Flemish government, shows us a different Flemish strategy for eco-schemes, but one that is also bearing fruit. Jonas Lemaire, farmer and president of the Groene Kring trade union in Flemish Brabant, shares with us how eco-schemes have led him to adopt new practices, and echoes some of the contrasting opinions among Flemish farmers. In the face of climate change, ?now's the time to come together? - the words of the President of the European Commission, Ursula von der Leyen, as she heralded January 2024 as the launch of the strategic dialogue between all actors in the food chain ? an initiative she first announced in September. This video message was broadcast at the opening of the Agri-Food Days, which took place from 5-8 December in Brussels. On stage and in the hall, the event brought together all the stakeholders of the sector, including farmers, processors, distributors, consumers, environmental and animal protection NGOs, scientists and political decision-makers. It was an opportunity to exchange and imagine together a sustainable future for our agricultural and food systems. Agrivoltaics is a set of practices that allow photovoltaic energy production and agricultural production to coexist on the same land, at the same time. In the current context of fluctuating energy bills, the solutions proposed by the solar power industry are beginning to gain more traction in Europe?s agriculture sector. But there?s much still that?s unclear ? and this appears to be cause for hesitation. What impact do solar panels have on yields? Are photovoltaic solutions adapted to all types of culture and breeding? How should we supervise this nascent, but promising, sector so that farming does not become sacrified on the altar of solar power? The 37th epsiode of Food for Europe travels to France, an agrivoltaics pionneer, to meet Benoît Bougler, a farmer from Picardy who hosts one of the first solar panel installations above a cereal crop. Cédric Cogniez, head of agricultural partnerships for one of France's leading solar energy producers, TSE, takes stock of agrivoltaics in France. Lina Dubina, sustainability policy advisor at Solar Power Europe, the trade association for the European photovoltaic industry, discusses efforts at European level to promote the deployment of agrivoltaic solutions. For this 36th edition of Food for Europe, we travel to the Canary Islands, one of the outermost regions of the European Union, where the famous Plátano de Canarias PGI banana comes from. We focus on two aspects of this unique product: its status of protected geographical indication under EU law, adding value to agriculture in this isolated region; and its role in the EU school scheme, which provides fruit, vegetables and milk to pupils across Europe for both physical and educational nourishment. We talk to Santiago Rodríguez Pérez, who?s spent his life farming Plátano de Canarias, and we hear from Sergio Cáceres, manager of producers? association Asprocan about the challenges facing the sector. Food for Europe also meets María Nieves Hernández Velázquez, director of the school CEIP Los Cristianos, which participates in the EU-funded school scheme that supplies the famous Plátano de Canarias to students and educates them about the archipelago?s agricultural heritage. Every year that passes brings home the reality of climate change more vividly: it?s putting a strain on European agriculture, and not only in the countries of southern Europe. Faced with increased heat events and falling groundwater levels, the agricultural sector is facing a major challenge to reduce its freshwater consumption without compromising land productivity. Today, new technologies make it possible to optimise crop irrigation: one of the promising aspects of precision agriculture. But are the tools it offers appropriate in all circumstances to overcome the water crisis, or do we also need to rethink our agricultural practices to boost resilience? For this 35th episode of Food for Europe, we travel to the northern German state of North Rhine-Westphalia, where recent heatwaves have challenged the conventional wisdom of a region normally blessed with adequate water supplies. This type of agriculture, in a controlled environment, can be practiced anywhere in urban areas, in multi-storey structures that eliminate unpredictable factors such as weather and disease. But although the technology is established, vertical farming remains outside the mainstream. So, what are its advantages? What synergies does it offer with conventional agriculture? Spain is one of the EU Member States with alarming level of rural depopulation: while the population of Spain increased by more than 15 per cent between 2000 and 2018, in the same period it fell by 10 per cent in rural areas. And women often have a particularly hard time: in the EU as a whole, 23 per cent of farms are run by women, compared to just 19 per cent in Spain. But while more and more young people and women are leaving rural areas due to lack of prospects, they are also considered to be one of the key factors in keeping the population in the countryside ? and even bringing people back. The rule of thumb is: if the women stay, the chances increase that overall, more of the total rural population will stay. And Spain is also one of the EU Member States that is taking the issue particularly seriously. Keeping young people ? and especially women ? in the countryside is specifically encouraged here. In many Spanish regions, this can mean higher start-up aid for women to set up a business and higher complementary income support for young farmers. Agriculture?s impact on the environment remains one of the most controversial aspects of the Common Agricultural Policy. However, the European Union is moving progressively towards a greener, more sustainable way of farming that prioritises environmental considerations and where farmers become enablers of the green transition. Europe?s citizens are increasingly demanding to know where their food comes from and how it?s been produced. NGOs and ecological organisations are contributing their views to the debate and monitoring the implementation of policy in the EU?s 27 Member States. Farmers, meanwhile, are stressing the need to ensure that change is steady and manageable rather than revolutionary. This latest podcast in the ?Food for Europe? series looks at the environmental policies that emerged from the recent legislative process to reform the Common Agricultural Policy. Our guests on this programme include: Christian Wester, president of the Centrale Paysanne farmers? union in Luxembourg; Michael Pielke, acting director for sustainability in the European Commission?s Directorate-General for Agriculture and Rural Development; Célia Nyssens-James from the European Environmental Bureau; Elena Ambühl from Agroecology Europe; and Benoît Biteau, a Green MEP from France.

Forschung und Innovation (F&I) spielt eine entscheidende Rolle auf dem Weg zur wirtschaftlichen, ökologischen und sozialen Nachhaltigkeit der Land- und Forstwirtschaft. Und sie spielt eine nicht mindere Rolle im Kampf gegen Klimawandel, Umweltzerstörung und den Verlust von Artenvielfalt. Die Bedeutung von F&I für die EU spiegelt sich im Gesamtbudget von rund 95,5 Mrd. EUR für 'Horizont Europa' (2021-2027) wider, dem gegenwärtig geltenden Rahmenprogramm für F&I und Hauptinstrument der EU zur Umsetzung ihrer gemeinsamen Wissenschafts- und Innovationspolitik. Im Vergleich zum Vorgängerprogramm Horizont 2020 ist das ein Anstieg von rund 30%. Innerhalb von Horizont Europa hat die EU das Budget für Forschung und Entwicklung in den Bereichen Landwirtschaft, Forstwirtschaft und ländlicher Raum fast verdoppelt. Die EU-Agrarforschungskonferenz war ein Meilenstein im strategischen Prozess zur Festlegung von Zielen und Prioritäten für die EU-finanzierte F&I in Land- und Forstwirtschaft. Die Veranstaltung im Jahr 2023 mit dem Titel 'Knowledge, innovation and skills for sustainable horizons ' (Wissen, Innovation und Kompetenzen für nachhaltige Horizonte) stieß auf großes Interesse, mit mehr als 1500 Teilnehmern an den Plenar- und Parallelsitzungen am 31. Mai und 1. Juni.

Research and innovation has a crucial role in achieving the economic, environmental, and social sustainability of the agricultural and forestry sectors and rural areas. It also has an important role to play in fighting climate change, environmental degradation and loss of biodiversity. The importance of R&I for the EU is reflected in the total budget of around ?95.5 billion for Horizon Europe (2021-2027), its current Framework Programme for R&I, and its main instrument for implementing its common scientific and innovation policy (a budget increase of about 30 per cent when compared to its predecessor, Horizon 2020). Within Horizon Europe, the EU has almost doubled the budget on agricultural, forestry and rural R&I. The EU AgriResearch Conference is a milestone in the strategic process to define objectives and priority areas for EU-funded research and innovation (R&I) for agriculture, forestry and rural areas. The 2023 event, which was entitled ?Knowledge, innovation and skills for sustainable horizons? raised great interest, with more than 1500 applications to participate in person in the plenary and parallel sessions on 31 May and 1 June. Our guests on this programme include: Magda Kopczynska, who?s a deputy director general of the European Commission?s directorate-general for agriculture and rural development; Diana Lenzi, president of the European Council of Young Farmers; Rogier Schulte, professor of farming systems ecology from the University of Wageningen; and Gilles Saindon, assistant deputy minister of agriculture of Canada.

What do you know about Swedish agriculture? It?s a question Food for Europe is asking in this edition of the programme, following the country?s assumption of the revolving presidency of the Council of the European Union. The picture we paint is one of contrasts, shaped by geology, climate and sustainability. In the north, in Norrbotten where the climate is harsh and the soils unpromising, Hulda Wirsen and Johan Liljebäck, a young couple who farm dairy cattle, tell us about the transformations they?re among ro their farm, their commitment to sustainability and their aspirations for the future. They also share with us their concerns related to the growing number of abandoned farms in their area, and the consequences for biodiversity. In the south, in the fertile plains of Scania, Hans Ramel, a farmer who heads the local farmers? association, informs us about the effects of climate change on his production and his belief in the need to trust farmers to promote more environmentally friendly practices in the sector. Our studio guest is Lars Olsson, agriculture coordinator of the Swedish presidency of the Council, who gives us an overview of the strengths of farming in Sweden and the challenges it faces. He also shares with us the priorities of the Swedish strategic plan in the context of the EU Common Agricultural Policy.

Berlin International Green Week opened its doors on the twentieth of January, and for Food for Europe it?s a great opportunity to discuss the European Union?s new Common Agricultural Policy, or CAP, with farmers, interest groups, and representatives of the EU institutions including the Commission and the Parliament ? in this, our twenty-sixth edition. Indissociablement liées au terroir, les IGsP donnent aux producteurs du territoire concerné le droit d?utiliser une appellation enregistrée, pour autant qu?ils respectent les critères associés aux matières premières et aux procédés de fabrication. Les Indications géographiques confèrent un avantage concurrentiel au produit, tout particulièrement au moment des fêtes de fin d?année. On pense notamment au Champagne français, au Cava espagnol et au Prosecco italien. There?s one guest that will have an honoured place at the tables of millions of Europeans in every member state this Christmas: geographical indications. These hallmarks of quality, authenticity and tradition are indelibly associated with the European gastronomic tradition. They reflect the food and drink heritage of a specific territory, and they give producers in that area the right to market their products under a registered name, provided those products respect the established criteria that define the product. Geographical indications add value and commercial advantage to quality products, especially at Christmas ? think Champagne, Cava and Prosecco, to name but three that will be savoured in millions of European homes over the festive season. In this special Christmas edition, we?re looking at speciality food and drink from Germany and Hungary that benefit from GIs. Stroll with us around the beautiful Christmas market in Nuremberg to enjoy delicacies including the famous Nürnberger Glühwein, unique in the world. We also meet a fish farmer from Hungary whose carp, which benefit from a protected designation of origin, will grace many thousands of Christmas tables in central and eastern Europe. At the Christmas market we meet Richard Balling, who?s responsible for food quality policy at the Bavarian State Ministry of Food, Agriculture and Forestry, and Branka Tome, who oversees GIs at the European Commission?s DG AGRI.

The new Common Agricultural Policy, the CAP, comes into force from January the 1st next year. It?s one of the biggest, most important, longest-lasting ? and often the most incendiary ? of EU programmes. Co-financing and complementary national financing will bring the total public budget dedicated to farmers and rural communities to ?307 billion for the 2023-2027 period. Of that, the lion?s share will go to direct income support for Europe?s farmers. CAP 23 to 27 comes at a time when food security and food affordability in Europe face huge challenges. From the fallout of the war in Ukraine, from this summer?s drought and from climate change. How to balance, in budget and policy terms, the competing interests posed by each of these? Particularly, the kind of investment that greener, more sustainable farming demands? What sort of new green policies are actually at play here? And in a sector with vanishingly small numbers of young people in it, what?s their take on the new CAP? We?ll be finding out in our next edition of Food for Europe, with interviews with two Danish livestock farmers, with the President of the European Council of Young Farmers, herself a wine producer in Italy, and with the Director General of DG Agri, Wolfgang Burtscher.
